This means the account is suspended permanently. If the limitation is marked as "cannot be appealed" that means that someone in authority at brand risk management has reviewed the account and deemed the risk to Paypal too high to let you to continue operating the account.
Paypal can hold funds for 180 days and then return to you the funds minus any chargebacks or reversals on your account. They will also probably ask you for ID, Proof of Address and perhaps even proof you own the bank account linked to the account (e.g.: bank statement).
If you are asked for documentation and don't provide it the funds will not be returned.
These are the terms and conditions that you agreed to when you opened the Paypal account. In my extensive experience working with senior executives of Paypal Brand Risk I know that they do not limit accounts permanently unless there is something potentially shady going on. They will do this for accounts that are used to trade in items prohibited by the Paypal AUP, Piracy, Fraud and so on.
There is nothing that you can do, just be sure that all the information you used to open the account is correct and that you can provide documents that match that information or you won't see a cent of the funds remaining, even after 180 days.
