When you say 'US education', I think what you are referring to is a 'public school' education.

Assuming that's the case, what you are saying does have some merit as the quality of education one would receive at a typical US public school (elementary & high school) is not on par with the quality of education one would receive in a similar situation in Germany or Japan or a handful of other advanced countries. The problem with that logic is that it does not factor in the world class quality of education provided by many private schools.

My school was ranked 30, 39, 79, 28, 29, & 39 respectively. When looking at the most international of the lists (QS Rankings), the top ranked Russian university is Lomonov which comes in at #114.
