Washington DC is not a state, nor is it a city in any state. It is a federal district under the under the exclusive jurisdiction of Congress. While Washington DC acts like any other city - it has an elected mayor for example - but Congress can to review and over turn any laws created by it's government.
The problem is pot is illegal under federal law, and federal law applies here. It's like your state having a law making pot illegal, but your city trying to make it legal.
Sure is interesting from a legal aspect.

Agreed, but the interesting thing is: who will enforce the laws in DC? See, the Congress cannot arrest anyone and the local DC police say they will follow their Mayor's (and voters) decision. So will Congress "send in the troops" or National Guard to arrest people in DC?
