Any communication by government officials regarding government business should be accessible by authorized government officials - and stored in an encrypted manner on government servers.
I see it more of a security issue.
A foreign power or military contractor could say this US government official said this and then he produces a manufactured, fabricated document. Emails sent or received are logged on servers and their content retrievable FYI (subject to subpoena)
I would not be surprised if most of these "government official" emails are of a personal nature to their families and friends. Perhaps, communications of political policy nature. These are private communications and not the government's or public's property.
Any individual using email for surreptitious purposes would use high level encryption anyway so what is the point?
