Well, considering the Gov't is fucking with the atmosphere via HAARP, in an effort to both make oil drilling easier in harsh climates and to fuck with local weather systems in hostile countries, it wouldn't surprise me one bit to find out the Gov't is bringing on the cold in an attempt to balance the Earth after fucking with it via HAARP.
Or something.
