It's a TZapper/Zapper. I have one - it's one of my favorite toys to use on subs. There are two small metal points on the end of the red part. When you hold down a button on the black handle and touch the points to someone's skin, it delivers a short (but very sharp) electrical jolt. It's like a mini cattle prod.
The power of the shock varies a bit depending on the individual unit and the strength of the batteries, but it has a decent intensity, and makes a nice "crack" sound (with a brief spark). It's pretty intense in general, but even more so if you touch it to the nipples, anus, clitoris, penis, etc. If you use it a couple of times on the same spot, or if you get a strong, new unit with good batteries, it can leave a little micro-burn, which is fun to play with, as well.
