Depends on what you call bad tower blocks. With our climate you can't live in a wooden houses with thin walls where usual Americans live. I mean those:
Because you will freeze to death on the next winter
Those Russian block houses are not as bad as you think. They may look ugly, but they are reliable and have all necessary things like central heating system, electricity, canalization, water, gas, waste disposal etc.

Why they don't? Please explain. Russia is not Soviet Union so everybody here can buy a house. Especially a hard-working one. I have no a single friend who haven't bought a house/apartments before his 30.
