Why they don't? Please explain. Russia is not Soviet Union so everybody here can buy a house. Especially a hard-working one. I have no a single friend who haven't bought a house/apartments before his 30.
You keep picking on the bottom 5% of the population.
America gets as cold as Russia, just not all of it, but 50 odd million people live in a cold climate.

So what does a standard Russian house look like? Is it an old Soviet block?
