I know that the penalty is the same for whichever mode of transport... Its just that fed ex and UPS wont snoop or really give a shit unless the package falls under one of the two categories. since they dont get nosey, they wont know whats in it unless the package is damaged. .... or... undeliveable/returnable... there is that.
