Taxes in Russia is not the main source of budget. Oil and gas are. RTFM

P.P.S. I know a lot of people who don't pay taxes at all. Tax evasion is not a serious crime in Russia - if you will be caught (as a person), you can only be fined for that (no prison time like in the States or Germany, for example). So tax evasion is like a national sport here. Personally I'm not the one who plays those games, but many others do it. Everybody here knows (including the tax inspection, of course) that you have two salaries in Russia: a "white" one (the one you can see in those "average salary by country" Wikipedia stats) which you pay tax from and the "black" one, which you receive in an envelope (it at least twice more than the "white" one). So the "black" salary is the most part of income here. Even government-owned corporations like Gazprom use that scheme.
