You need to recall the situation during the dissolution of the USSR. The Kremlin's leaders had deployed nuclear weapons in their vassal-states or "republics". The real intention of that diplomatic effort was to reduce the possibility of nuclear war.
Russia is in a grey area of breach of that agreement. Putin is facilitating the separatist rebels -- aiding and abetting. The USSR transplanted Russians into the territories of the USSR Republics to ensure political and economic control. They are ethnic foreigners. The smart thing for Putin to do (or have done) would have been to offer repatriation (or return ) to the "settlers" back to "Mother Russia". They could have been compensated for their property. Then, there would be some hard feelings but in the end: Peace.
There are no real winners in this conflict it's a no win scenario.
