Hilary Clinton is as she's always been... a sociopathic and contemptuous twat who has never expressed anything but disdain for the rules. She knew she was going to make a run for president and wanted full control over all of her communications as Secretary of State... so she could decide what would and would not be made public.
If Jeb Bush was president and John McCain was Secretary of State and pulled the same thing KNOWING full well that it was illegal, with himself and staff being regularly reminded laws, rules and procedures regarding official communications, knowing that he was required to sign off to the federal government that he'd tuned over all communications which he clearly didn't or where he then said "yeah, I deleted tons of shit, can't really tell you much about how it was done thoigh" as it pertained to official government communications - democrats would be losing their fucking minds.
