AAgain, what a governor did or did not do is 100% irrelevant as they fall under wholly different laws, rules and regulations. Hillary was briefed along with her staff continually on communications and their requirements and she was required by federal law to turn everything over and certify that she did in writing at the end of her tenure - which it appears she either did do and lied or didn't do and broke the law again.
