Military doctrine calls for an eye for an eye appropriate exchange. If a nuke went off in the US and for a second they thought it was the work of Russia. You can damn sure bet nukes would go off in Russia. Sending troops wouldn't be the question, that's just how it works.. You should know that as ex military.
Also you can bet that if Nato troops invaded Russia as a result, that Russia would retaliate with nukes. Then it would go gang busters and tribal people living in the outskirts of nowhere would be the winners. I really don't think Russia or the US or any other country is dumb enough to use nukes in this day & age. They don't call it mutual assured destruction for no reason. It's the reason we try so hard to keep the absolute nut case countries from having nukes because countries like NK might actually use them..
