This is very likely a way to unload stolen credit cards, and since you're giving them bitcoin, there are no repercussions. The reason these sorts of payment methods require all sorts of know-your-customer full identity checks is because the risk for fraud is extremely high. In bitcoin circles, we use a Web-of-Trust to mitigate these risks. I've never heard of this "Advanced Cash payment system" before; my advice is to stay far away. It's not worth it, no matter how sweet the deal sounds.
