they have buildings all over the place around Melbourne and Palm Bay. Their biggest complexes are on Palm Bay road, the city there essentially just gave them a city street so they could expand their buildings then built the street around the building.
They are testing a new product now which kills all cell signal within X range. The claims are its to be sold to movie theaters so they can stop people from using cells phones in theaters but my bet is it will be sold to hotels and other places like that so they can force you to use their services.
Anyway you can bet your ass that if you are in or around those areas of Melb/Palm Bay that your phone is being tracked, if by nothing else but for their testing facilities.
