Yes this is the problem, they are mass collecting data but don't use it in the actual cases but rather use it as a way to pin point a crime..
Example, with stingray system, they can have a crime take place then go back and check their data to see if any cellphone were in that location. They now instantly have suspects being the owner of anyone's phone whom was in that location at that time.
They can't use it in court, but they can use the information to bluff someone into admitting guilt or use the info to developers probably cause. They then just claim an anti out source gave them the info..
There is no need to install tracking chips in people.. We willingly pay out our cash to buy them and use them everyday.
It all sounds good when they are using it to catch rapist, child molosters and violent criminals, but these tools eventually always end up being used on normal people.. Just like the warrant less wire taps were orginally supported to be just for extreme cases of national security.. Yet now it's used on everyone with a cell phone by the NSA.
