They as a gang? Yes, they are there because they take in numbers, few years shelf life before each goes to jail or dead and then repeat with new members.
They as a person one by one? Nope, mafia members last MUCH more on average.
And mafia is just a one example of criminal gang which is smart enough not to show themselves with guns and admitting to being criminals on public video.
