the mayor of NYC is free to make that policy as long as it abides by all laws.
policy is worthless if it's not enforced/protected by law. that's why policy is tantamount to law. and
that is what she is attempting to do..if this bill passes, it becomes a law. consequently, policy must follow the laws and this law states that it will be a legal requirement to include women specific policy.
