Because the cop just pulled over and stopped without a signal like you're required to by law. If the Uber driver had tried to pull around him he might have been arrested for breaking the law about passing in a no passing zone. You have to right turn signal when you're pulling over. Cop didn't know it? Well, he's stripped of his badge and his gun now and parking in a desk.
