Here we go again...but it has been a while...so
the only porn that is patently illegal in the USA is child porn. Period end of story
Everything else id left up to states and communities.
in order to deal with that most porners didnt do certain things like mix bondage and hardcore...not because it was illegal in the USA , it wasnt and still isnt, but because it was more likely to be prosecuted at a state or community level.
Billing companies incorporate rules for these same reasons.
