It seems he did not call fell the need to call it in so law enforcement could easily block off the country roads and catch her. Or he could have simply shot out the tires. How many other times have we witnessed his sharp shooting with a piston in previous seasons? I think this season they are using the same shitty and lazy writers as The Walking Dead and Dexter in their final seasons.
