Yes, people should do what the cops tell, everybody just keeps repeating that, but just giving commands is not the best way even in army. As can be seen in all these cases. Should, should and should, but they don't. Maybe police could adapt a little bit to match their practices to reality. Army has already done so, there is much about morale. Commanders have long time ago understood that just giving orders isn't that effective, even though soldiers should obey orders under all circumstances, but they don't, that is the reality. Thus there is much focus to improve morale. Army understands that "should, should and should" isn't that effective alone.
Police should have assessed the situation better. There weren't that much going on when they arrived, and it is the situation for them. You say that maybe police should have been more patient, find out more. More patient and find out more? The police didn't stop even for a half second until just rushing in and giving commands. There isn't anything to what to add more. First of all, police doesn't know that is the information they have got accurate. So, this "called in for a reason", the police doesn't know that is there a reason or not. They have just been told so. They should assess the situation themselves.
Now they just went there "We need to separate you folks and talk to you." Not very good way to make contact to people. How about "Hello, what is the problem in here?"
Police should adapt to the situation and use people skills. And as I said something about that should isn't alone enough; police command should give more training to police regarding this issue and extra command, police understands commands, right? "You motherfuckers, use more people skills, dismiss!"
