The number goes down, not up. But for blacks the situation is opposite. Your "blacks being more criminals" applies only to all victims (and even then police may shoot more easily blacks, but we can't determine it from these numbers). Without racism the last two rows would equal the percentage as in the all victims, but those don't. From all victims 31 % are blacks, but killed without attacking police; 39-42 %.
