To buy an "Assault Rifle" which implies it is full auto even though it's not. An FBI background check is required. This goes for any rifle, even ruger 22's. The past 2 gun shows I have been at, one of which is huge, requires background checks on any guns purchased there - Rifles or handguns.
As far as private party purchases. Anything that is shipped must go to FFL dealer, where upon the FBI check is then done before you can take possession of the firearm
If you are talking about private party sales, then no nothing is needed. However, if you go to armslist where most local private party sales occur, you will see the majority of listings on that site are local dealers and pawn shops. All of which will require the FBI check so they do not lose their FFL.
Most of the other guys that move guns on there that sell private, including myself require a valid permit to purchase or permit to carry. Either of these cards indicate that you have passed the FBI background check and the local sheriff has signed off on it.
While there are back alley deals and rare instances where this can be bypassed, it is not nearly as common or easy as you think.
