Well, I would say that the assumption is that the assault rifle is able to fire full auto. The whole burst fire restrictions came to some US guns only because of ridiculous ammo wastage. It is gun for war, and even though there are civilian variations from it, it doesn't change that much what it is for.

For example in here, pretty much the only reason besides collecting guns, to get assault rifle, is the reason that you practice to keep your war skills up to date. Though I don't know that is that the case anymore as the laws have tightened some years ago, but before it semi-auto version was called as "reservist's gun".
