Some people accustomed living in there with a style that didn't need and even couldn't support making guns, ships, etc. Some had more agriculture, but excluding Egypt none had agriculture in the same scale than in here (but had cities, etc). Western folks tamed Africa with modern medicine and methods, before that they had hard times (couldn't do it), and timewise all this happened not that long time ago. And it still isn't quite tamed. Malaria and all that shit ain't that much tamed yet.

Advanced societies need large scale agriculture. No big guns and ships without it, and no large armies. And it is hard to have large scale agriculture in Africa without modern methods, and developing modern methods requires large scale agriculture (so, dead end).
