So - without taking this too seriously - I know from a Texan friend, that Texas is the only state in the Union which has the right to unilaterally secede (if their is a referendum with a majority to this effect) Now I'm not sure if that scenario would be accepted unopposedly by the remainder of the US. In so far, doing a training exercise on potentially hostile territory would make sense... yet, I'd actually argue that the US is run by Texas (think Oil and the Bush Family ;-) so no real danger here. Really as epitome points out, Texas has a lot of countryside which is fairly similar to the terrain to which US soldiers might be exposed to when on a tour of duty.
