The ONLY thing I use them for is to send mail, I do not have any design on the domain name etc. It is my only domain listed with host gator.
Are they saying this is an issue with MY server and it doesn't have enough space or whatever I need to send mail, or with THEIR servers overall?

As already said; someone has sent large amount of emails "from the same source" than you do, and thus other parties have limited the amount of messages from that source, to prevent spamming, overloading, etc.
This is a reason why service providers often limit email sending in their terms. Also, that issue is the reason why it is good practice to send your own newsletters slowly and during enough time. Like divided into one day, etc., depending the amount of newsletters to be sent.
That issue might also be because of a hacked site that is turned as a spam bot; most spam today is sent like that; hacking sites/ servers.
