The guy admits showing up knowing the park will be closed within minutes but he was going to start a time consuming charging process anyway. He admits he was told to leave. He admits to being argumentative when asked for ID, which when an auto is involved is pretty standard procedure.
As far as no charges being filed so what. Charges are dropped all the time, ALL THE TIME.

Maybe the guy didn't know and just thought the cop was acting like a dick.. Also no where that I saw did it say the guy had just shown up. It said he was sitting in his car at 10:56 or something like that while the car was charging.
Also if this was an issue that had happened at lot, then why wouldn't the city just kill the power to the chargers @ 11pm to end any issues right there and then.
