I agree completely that the league is asleep at the wheel. They just want to keep the games going and keep the cash rolling in. Don't rock the boat unless they have to.
I think the risk of getting caught cheating is pretty low and the potential return is high. Add in some arrogance and I am not at all shocked to see it happening. I wouldn't be shocked if other teams did the same and just hand't been caught.
