That is already pretty much been defined. You can not yell fire in a crowded theater for example as a joke or freedom of speech. To do so could cause a panic and injury to people trying to flee for safety.

Most of these instances (perhaps ALL of them) occur in public spaces/areas and as such are normally protected under the first amendment. While they might be annoying and disruptive to the reporter they are opening themselves up to the potential by the very nature of the location they have chosen to do a live television report.

That guy who was fired was done so by his company not because he broke any law but because of a behavior clause in his contract with his employer which is a private matter.
