As any normal people, they move to the places where they will be paid more for their work. The money is a magnet, that's obvious. Unfortunately, Putin and his gang are not interested in innovations and funding of science, since there is easy money in oil and gas. They can pump those resources w/o any innovations to make themselves rich even more. They don't give a shit about Russia and that's the worst problem we have here today.
