The only reason it's "legal" is because he hasn't officially announced it yet, but he did one time make a slip up and said he was running. Jeb is clearly violating the intent of the law and he needs to be officially outed for it by the FEC. In all honestly this violation of the campaign finance rules should stop him from running, but we all know a guy with the name of Bush will just get a slap on the hand..
This guy is a fucking scumbag whom doesn't give a fuck about this country or our laws.. The reason candidates like Sanders, Warren or Rand Paul is because they don't break the laws and get away with it like Bush or Hillary can.

which prohibits a candidate, and any “entity directly or indirectly established, financed, maintained or controlled by or acting on behalf of” a candidate, from raising funds that do not comply with Federal contribution limits and source prohibitions
again, i am simply pointing out that if Bush is breaking a law so egregiously and publicly, to win the fucking president of the USA title, then democratic opposition will easily trounce his candidacy and if i were you, i would be ecstatic he's giving you the ammo.
