The point is to reduce coal consumption as a whole. Using energy more efficiently means burning less coal regardless of the source.

Agreed. I wonder though how this could be done. If you add a tax to certain "dirty" products, you make them harder to sell (good) but you piss off the consumer. Maybe add some kind of import tax that the manufacturer has to pay? No idea...
