At the time, The Saudis needed the United States more than any other time in their history. You can argue the Saudis (at the time) could have sold their oil anywhere, specifically China. But if you think back to August 2000... That was when Iraq invaded Kuwait, and the line of thought at the time was that Saudi Arabia was next. With that said, wasn't sixteen or seventeen of the nineteen hijackers from Saudi Arabia? That sure does give us valid reason to be asking a lot of questions.

It surely is believable that there was some level of support from within the Saudi government. We need to remember that some countries do not operate like most Western countries; In some Middle Eastern countries some branches of the same military force do not share the same beliefs or have the same goals as other branches. A good example of this is Iran, where some military forces are difficult to control.

Most likely we will never know the answer.

I do believe that Osama had a high degree of protection and support from high up in the Pakistan government however.
I guess you missed the news that many in the Saudi royal family was donating to Osama. Guess what the government of Saudi Arabia is comprised of?
