naturally, the US army would never have the balls to attack russia, only for small 3rd world countries, but to say there is no winner in a nuclear war is not true, if you are a 3rd world country that will never be left alone by the USA then a nuclear arsenal that can hurt the USA is a top priority....the USA will be putting in trillions of $$$ in its """"""""""""defence""""""""""""" budget and to keep up other countries would have to stop all progress and education and invest in weapons...so nuclear weapons are the only choice, ones that can fuck the world up real bad...technology advances also outside the USA and the clock is ticking...tick tick tick
