Why? This will happen only in case of nuclear winter. But even in this case we will die not because of radiation. As about the nuclear weapon, it will be quite safe to enter the surface after 2 hours from the last blast.

Course not. The Moscow metro was initially built as a huge bunker and in fact it really is. Actually a whole country is a network of bunkers, underground facilities food/fuel/weapon/clothes storages etc. For example, when I was in army, I ate a
meat which was stored in one of those places since 1940. It wasn't as tasty like a fresh Angus steak, but I didn't die after it and had no diarrhea as well
So be sure, even in case of total destruction, millions will survive.
