Looks like the kid was confused or just trying to shutoff his phone/mp3 player. For that he got shot.
Hell, the cop already had his gun drawn, so what was he fearing? Even if the kid did have a firearm (which he did not) the kid would not have been able to draw his firearm out and fire on the officer in time.
