As far as the caliber, I think it's because they used it to replace the old school long rife after the average trooper started using assault rifles. The old school rifles like the Mosin were more accurate long range than modern assault rifles are so they used the Dragunov as a replacement.

The US did the same with the M40 but it wasn't a semi auto like the Dragunov
