In working legal systems weak case goes in favor of the accused, but not exactly like that. But as you don't have working legal system in any way, that is poor case anyhow.

And yes, it is not always easy to find who is the murderer. I mean actually finding him, not just putting some guy into the jail. And after finding him; sentencing him in the court.
