The US has about 1 million police - Imagine a city of 1 million with no crime, no idiots, no racists and no corruption - Even if the citizens are vetted, it's not going to happen...
Add to that all the people in this city have a job where they deal with criminals, idiots etc. all day.....
Of course shit is going to happen - It's all in the numbers...
