We were talking about specific flag from 1861 and you thought that the topic was about current states somehow?
I am pretty sure that blacks carry flags of their current states because they are citizens of those states.
You question was why didn't they carry flag from Confederacy in 1861 and I answered - because they were not citizens of Confederacy.
