Proof?
I have a US Passport and a Passport Card -- do you?
Most US voters do not possess these documents -- they are the only proof of citizenship notwithstanding citizenship naturalization documents.
You don't need citizenship proof to get a drivers license or a social security card. You just need lawful presence (a green card).
So, it is a no starter. Three quarters (or more) of American citizens would be denied their constitutional right to vote. When the federal government issues National ID Cards [x]Citizen box checked then it would become practical.
