The problem here is where to draw the line. 17 is too old. What about 16? Maybe 15? Or 14? Etc etc etc... and whatever you pick there will be cases when the "victim" of a "pedophile" was a real victim and when the "victim" is a grown up dude/bitch who was literally asking for it.
It is the concept of a persons age as the deciding factor is deeply flawed. But other formal factors could be even worse. Like, if a kid has a menstruation or erection - then not a pedofile.
