Your ip is showing up on the XBL which is claiming that it's has a history of exploits and other shit you can read on their website. It sounds to me like your web hosting company subscribes to the spamhaus feed, so they are blocking you because of that listing. The same as they would block mail from an SBL'd range or alike. Not really anything new there as many ISP's do this based on the spamhaus feed (CSS, SBL, XBL).
You can either try and figure out why your ip is on the XBL and get removed. Get a new static ips that's not on the XBL or as someone else said, use a VPN or proxy to get around it. Those are your options.
