html - if you think on static sites/pages. that's all based on templates and making page by page, you'll have to work in dreamweaver or something like that.

all dynamic sites have more or less same philosophy - pages for something what is static kinda and posts what is something like a blog. I built dozens of sites with joomla (long time ago) and wordpress for clients and that sites just serve like info/gallery/contact sites and look completely like static sites

sorry, I'm probably not of some help. I like to use wordpress for most of simple sites as is flexible and you can always add some new stuff and integrate it in couple of hours. or downgrade to something very simple with using pages and editing theme to cut all stuff out

I started to use cms systems with phpnuke which was like 1998-99. or 1997. and never after did site only on html

maybe is ok to build html site if you edit in dreamweaver or something, but I edit just in cms, phpmyadmin and notepad++
