Easiest/Best way to create a basic Gallery page optimized for mobile?

I am looking for suggestions on how to create a simple 20-30 pic picture gallery that is optimized for mobile and that I can change a few recip links out at top.

I do not want to use anything php/mysql based like Wordpress.

I want to use flat Html to do this.

Can you suggest anything??? and I thank you for your time.
