Bootstrap is a good place to start. They have a couple of basic starter pages that you can take a look at if you explore their site. You can use it just for the responsiveness if you choose not to use their styles.
Come up with your own structure on how to apply your images and change out your links is on you, but I'm sure that shouldn't be that hard to do either. Find and replace seems the simplest way of doing that.
