This is very accurate. The polls among the republicans is counting likely republican voter. This means people that will vote in the republican primary which means they are registered republicans which only make up about 25% of the population. So he is getting 17% of 25% of the voters.
When the poll expands to including Hillary. Bush is actually very close with it 46%-42% in favor of Clinton while Trump is way behind 51% - 34% in favor of Clinton.
So some registered republicans like him, but nationally he doesn't do nearly as well.
This could all change, but I don't know that it will. One thing many candidates have going for them is that they are unknown nationally so they can count on people getting to know them as the campaign goes on. Everyone knows who Trump is and most already have formed an opinion on him.
